As you do when given a challenge, you think long and hard into the night. Sometimes the results are of note and other times not; this is a case of the former where creamy mashed potatoes form the bind that keep the julienned potatoes together, requiring no eggs, no soggy centres and yielding delicate crispy edged 'tatties which almost have you reaching for the bottle of ketchup! I love the way the latkes also take on a lacy crepe-like surface. You can make your own homemade rice flour (I did) by grinding some white basmati rice in a spice grinder till fine.
